Wheeled carry ons don't fit under the seat in front, so they must be put in the overhead bins (or gate checked on small plane where the overheads are tiny). Anything you want to use during the flight should go in a backpack or duffel bag that can fit under the seat in front. In addition, you can unzip it only partway in order to rummage around in it. I would get two luggage carts and some bungee cords and have your parents pull the toddlers through the airport.
